“In any case, everything which is published from his [authorized] Twitter account is perceived by Moscow as his official statement,” Peskov reportedly said.

“Naturally, it is reported to Putin along with other information about official statements by politicians.”

Trump regularly uses Twitter to make official announcements about policy but has also used the platform to vent his frustrations with various lawmakers and the investigation into Russia’s election meddling.

According to his supporters this is Trump’s only way of communicating the truth. So if that is the case, yes, I would say that his Tweets are an official statement.

Unless his account has been hacked everything tweeted from that account is an official statement from Trump.

There is a separate White House Twitter account which presumably maintained by a professional within the Communications or Press Secretary office. If Trump was smart — which he isn’t — he would only have that account and give up his personal account. I can only hope that one of these days his nasty, immature tweets will bite him in the rear.
