A POLITICO analysis finds their forces have the best balance of cash on hand and infrastructure.

Marco Rubio has emerged as the favorite of elite GOP donors, but the White House hopeful who scares them most ― Ted Cruz ― is in the best financial shape of any candidate in the Republican field headed into a potentially protracted battle for the nomination, according to a POLITICO analysis.

The analysis found that Cruz and his allied super PACs had about $44 million in the bank as the caucuses begins in Iowa, and had built the most sustainable campaign infrastructure among GOP candidates.

The cash reserves of the Texas senator and his allies are almost five times bigger than that assembled by Rubio’s forces. The Florida senator and the super PAC devoted to him have about $9 million in the bank, according to POLITICO’s analysis. That puts him more in league with Carly Fiorina, whose campaign and super PAC had nearly $9 million left, than with Cruz.

On the Democratic side, the analysis found that Hillary Clinton and her super PAC allies have built the most robust and sustainable organization. After spending about $8 million on ads in January, the Clinton forces entered the first month of voting with $67 million on hand, according to POLITICO’s analysis, as compared to $18 million in the bank for her sole serious competitor Vermont Sen. Bernie Sanders, and the biggest super PAC supporting him, National Nurses United for Patient Protection.

“For his part, the Texas senator’s campaign was one of the few to spend less than it earned last quarter. Plus, with 42 percent of his contributions tallying less than $200, he has a broad base of donors whom his fundraiser can pay for more money later.”

“By contrast, only 16 percent of Rubio’s supporters gave less than $200, and 41 percent of his fourth-quarter came from donors who have maxed out.”
