Hector Alejandro Cabrera Fuentes stands accused of working as an agent for a foreign government without declaring so to U.S. authorities.

A Mexican citizen has been charged with collecting information on U.S. government employees for Russia.

Hector Alejandro Cabrera Fuentes was allegedly recruited by a Russian contact to record details about a U.S. government source’s vehicle in Florida, including its license plate number, according to a Justice Department release Tuesday. The Russian agent allegedly instructed Cabrera Fuentes to meet him in Russia in April or May with the information.

Cabrera Fuentes caught the attention of security guards when staking out the U.S. source’s car by trespassing on the residential compound where the source lived, according to the release. He was caught at Miami International Airport trying to leave the country for Mexico, and border agents found a close-up image of the source’s license plate on the phone of Cabrera Fuentes’ travel companion, the release said.

The release also said border agents found WhatsApp messages on Cabrera Fuentes’ phone that revealed correspondence with the Russian agent arranging the mission.
