It was three days after 9/11 and President George W. Bush was about to give one of the most memorable speeches of his eight years in office.
Only, he wasn’t.
On his first visit to Ground Zero, Bush initially wasn’t planning to make any remarks as the city still smoldered. At the last minute, as he was thanking first responders, White House staff changed their minds. The only thing available: a bullhorn.
