The relationship of the Trump dossier to the FISA surveillance warrants issued on at least one member of Donald Trump’s campaign (Carter Page) and one member of his transition team (Paul Manafort) has been subject of much speculation. As early as April, CNN was reporting this to be the case. In his weekend column National Review’s Andy McCarthy lays out a very plausible sequence of events on why this is not only possible but it is actually the best explanation for what happened. Carter Page and Paul Manafort are under surveillance because of their activities with Russians, not because they were on Trump’s campaign and the authority decided to surveil them.
