Energy Secretary Rick Perry said Monday that he doesn’t believe carbon dioxide emissions are causing climate change.

When asked on CNBC if he believes carbon emissions are the cause of global warming, Perry answered, “No.”

He then added that the “primary control knob” for global warming is “most likely… the ocean waters and this environment that we live in.”

Perry said the debate “shouldn’t be… ‘Is the climate changing, is man having an effect on it?’ Yeah, we are. The question should be just how much, and what are the policy changes that we need to make to effect that?”

Environmental Protection Agency Administrator Scott Pruitt appeared on the show earlier this year, where he was asked the same question and also responded, “no.”
