Will a delegate war break out at the convention?

Speaking of #FreeTheDelegates, the movement is ramping up for a fight in Cleveland. The magic number, to get a vote on alternate rules in Cleveland, is 28. That is 25 percent of the membership of the Rules Committee. I wrote on the process earlier this week. Here’s how the minority report – alternate rules – would be handled:

When the convention assembles on Monday July 18, 2016, the first order of business will be dealing with the credentials committee report, and then the rules committee report. The credentials report goes first in order to ensure there are delegates seated under the temporary rules. The rules committee report is next, in order to establish the rules of the convention. It is longstanding practice under parliamentary procedures to allow any convention to adopt its own rules.

If a minority report meets the 25 percent threshold, it would most likely be voted on as a substitute amendment to the rules. What does that mean? In essence a minority report is a complete set of rules. A vote would be taken to substitute the rules recommended by the rules committee with the rules in the minority report. If the majority of the delegates voted to do that, a subsequent vote would be taken on adopting the rules.

If the minority of rules committee members were successful in substituting their rules, and then subsequently those rules were adopted they would become the rules of the convention.

As for the convention itself, next week is sure to be a busy one.

On Monday and Tuesday, the Platform Committee will be meeting, starting at 8 am.  The work of the committee is expected to be over by early afternoon on Tuesday.

During the middle of the week, the Republican National Committee will be meeting. The main goal of the committee will be to vote on the various reports of the Committee on Contests, to determine who will be the legal delegations from each state. The Committee on Contests only provides a report; the RNC votes on those recommendations.  Affected parties can first appeal to the Credentials Committee and then the whole convention.

The Credentials and Rules Committees will meet on Thursday and Friday of next week. Credentials is, as of yet, closed press. We’ll monitor from afar. The rules committee is open press. This is where we’ll know if there will be any legs for a contested convention.  

The schedule of proceedings for the actual convention was announced as well. Here is when each day will start.

Monday, July 18th – 1:00 PM Start Time
Tuesday, July 19th – 5:30 PM Start Time
Wednesday, July 20th – 7:00 PM Start Time
Thursday, July 21st – 7:30 PM Start Time
